Beijing's new top-level plan files humanoid robots next to phones and cars, and files the AI that runs them under "future industries". The split tells you how China intends to fund the next five years of robotics.
On 9 October the Communist Party Central Committee and the State Council jointly issued the Opinions on Developing New Quality Productive Forces, the policy frame that sits above the 15th Five-Year Plan (2026–2030).1 The plan's outline already counts 28 of its 109 major projects, 25.7%, as new-quality-productive-forces projects.1 The National Development and Reform Commission (NDRC) briefed reporters the same day.3
Robots show up three times. Section 7 lists robotics among the strategic emerging industries to scale now, beside new energy, new materials and aerospace. Section 8 puts embodied intelligence on the future-industries list with quantum, fusion, brain-computer interfaces and 6G, backed by "a mechanism for investment growth and risk sharing". Section 10, the AI Plus action, names humanoid robots as a new-generation intelligent terminal, alongside connected EVs and AI phones and computers.2
Robot hardware gets the treatment China gave EVs: deploy it in scenarios and count units. The intelligence layer is treated as a long bet that the state helps de-risk. The NDRC's own list of AI-born "new tracks" puts humanoid robots and autonomously flying drones next to self-driving cars.3 RobotAIGeek's reading of the document is that buyer-side tools such as the first-unit, first-batch equipment policy and R&D super-deductions now reach robots from both ends: the maker's engineering cost and the first customer's risk.4 That is an analyst's interpretation. The Opinions do not set a robot-specific subsidy amount, and we found none in the text.2
The NDRC also warned, per the same report, against localities "blindly chasing trends" and duplicate construction, the pattern behind China's solar and battery overcapacity.4 Robotics now carries the label that triggered those waves.
Our database lists 277 Chinese robotics companies out of 1151, and 60 of the 102 humanoids we profile are Chinese-built.6 The capital tracked for China, $9.3B across 64 rounds, is still about a sixth of the $53.1B we track for US companies.6 But 2026 has been heavy: AI² Robotics' Series C of nearly RMB 5 billion, reported as about $735M, is the largest Chinese round in our records this year, and 11 of the 29 Chinese robotics companies that raised $40M or more went to humanoid makers.5,6
Largest Chinese robotics raises, 2026
| # | Company | Sector | Round | Date | Amount |
|---|---|---|---|---|---|
| 1 | AI² Robotics | Humanoid | Series C | Jun 2026 | $735M |
| 2 | TARS | Industrial | Pre-A | Apr 2026 | $455M+ |
| 3 | Galbot | Humanoid | Round | Mar 2026 | $369M |
| 4 | GigaAI | Humanoid | Round | Apr 2026 | $295M |
| 5 | RobotEra | Humanoid | Round | Apr 2026 | $295M |
| 6 | Simplexity Robotics* | Humanoid | 5 rounds | Mar 2026 | $289M |
| 7 | Galaxea | Humanoid | Round | Apr 2026 | $280M |
| 8 | PsiBot | Humanoid | Round | Mar 2026 | $280M |
Three things will show whether this is a document or a programme: provincial implementation plans that put numbers on embodied-intelligence funds, the first national AI application pilot bases the Opinions call for, and whether the NDRC's anti-duplication warning actually slows the next wave of city-level humanoid parks. For buyers outside China, the practical read is that Chinese humanoid prices and pilot counts will be set partly by policy. Weight independent test results over vendor deployment tallies.
